The goal of the City Recorder is to serve the citizens of Aurora as quickly and courteously as possible while maintaining accuracy and professionalism.

Originally from Chula Vista, CA, Stuart moved to the small town of Jefferson, OR where he worked on a potato farm during summer vacations. This experience helped him learn Spanish and prepare for a 2 year service abroad in Chile. Upon returning from South America, he focused on economics at Chemeketa Community College, transferred to Brigham Young University for a degree in political science, and then returned home to Oregon and obtained a Master of Public Administration degree from Portland State University.

Stuart got his start in local government through a Management Internship at the south coast city of Brookings, Oregon, and has completed economic development projects for the cities of Payson, Utah and Albany, Oregon.

Through a variety of small business marketing ventures, his own buy-sell-trade operation, and work for a Salem-based mortuary transport service, Stuart relates well to business owners and the challenges they face. Most recently, he managed the Woodburn Area Chamber of Commerce, helping grow the business association during a period of rebuilding.

Outside of work, Stuart enjoys water sports and road trip adventures across Oregon and loves to spend time with family based in the Willamette Valley.

City Council Agenda
City Council agendas are available by 5 p.m. on Friday, prior to the regularly scheduled Council meeting. The Aurora City Council meets the second Tuesday of each month at 7 p.m. in the City Hall Council Chamber, 21420 Main St. NE., Aurora, Oregon 97002, unless otherwise noted. 

City Council Minutes 
The minutes from each City Council meeting are approved by the City Council at their next regularly scheduled meeting and will be posted at that time.

Planning Commission Agenda 
Planning Commission agendas are available by 5 p.m. on Friday, prior to the regularly scheduled Planning Commission meeting. The Aurora Planning Commission meets the first Tuesday of each month at 7 p.m. in the City Hall Council Chamber, 21420 Main St. NE., Aurora, Oregon 97002, unless otherwise noted.

The minutes from each Planning commission meeting are approved by the Planning Commission at their next regularly scheduled meeting and will be posted at that time.

Historic Review Board Agenda
Historic Review Board Meeting agendas are available by 5 p.m. on Monday, prior to the regularly scheduled Historic Review Board Meeting. The Board meets the fourth Thursday of each month at 7 p.m. in the City Council Chambers, 21420 Main Street NE, Aurora Oregon 97002

Historic Review Board Minutes
The minutes of each Board meeting are approved by the Historic Review Board at their next regularly scheduled meeting and will be posted at that time.

Public Records Request 
Requests for public records are made to the City Recorder, who is the custodian of the City’s records. Requests should be in writing and be as specific as possible. However, requests for single copies of readily available information (resolutions, ordinances, and minutes) can be made with a simple phone call. The City does charge for copies and may if the request is large, charge for an employee's time as well. Download the Public Records Request Form.

Municipal Code 
The Aurora Municipal Code contains all of the ordinances adopted by the Aurora City Council. The Aurora Municipal Code is presently not available online.   Copies are available for review at the Aurora City Hall. 

Ordinance and Resolutions 
The list of Ordinances and Resolutions adopted by the Aurora City Council is presently not available online.  Copies of the Ordinances and Resolutions are available for review at the Aurora City Hall.

Responsibilities

In addition to providing the services listed above, the Office of the City Recorder is responsible for the following:

  •  Taking minutes of all meetings of the City Council and Planning Commission.
  •  Providing technical support to the City Council and Planning Commission.
  •  Preparing and distributing the agendas and meeting packets for the City Council and Planning Commission
  •  Maintaining all official records of the City
  •  Administering the City-wide records management program
  •  Responding to public requests for information
  •  Conducting Municipal Elections for Aurora
  •  Supervising Aurora Municipal Court
  •  Supervising Utility Billing Department
  •  Human Resource Manager
  •  Risk Management
